DESCRIPTION:

The Policy Lab will focus on the role of infrastructures, spaces, and ecosystems in supporting innovation within the Cultural and Creative Industries (CCIs) and their surrounding innovation ecosystems, as well as their relevance for EU innovation policy. In this context, infrastructures are seen as shared environments composed of facilities, equipment, and support capabilities that enable experimentation, creation, and learning through hands-on practice. Such environments function as open and collaborative spaces where knowledge and skills are exchanged, and where individuals and organizations can develop, test, and refine ideas in practical settings.

Within CCIs, these infrastructures often take the form of shared environments, where creative experimentation, cross-disciplinary collaboration, and applied innovation are central. Beyond their physical dimension, they operate as connective facilities within broader ecosystems, linking creative actors with skills, resources, and external networks.

Building on this, the Policy Lab examines how spaces, infrastructures, and ecosystems can be designed, supported, and governed to effectively respond to the needs of CCI actors and contribute to EU innovation objectives. Working with policymakers, CCI infrastructure operators and their users, and cultural institutions, the Policy Lab aims to:

  • Identify the key conditions required to create, establish, and sustain spaces and infrastructures that are fit-for-purpose, accessible, and relevant for CCIs.
  • Explore current gaps and opportunities across the EU landscape of CCI infrastructures and supportive innovation policies.
  • Shape practical, evidence-informed policy recommendations to guide future action within open innovation ecosystems.
