But how can you as an active enabler of cultural and creative industries in your city, balance developing local policies, fostering innovation, and strengthening the support ecosystem? Often, these elements are addressed separately, but this fragmented approach can limit your ability —and that of your stakeholders— to fully understand your city’s ecosystem and identify the most effective improvements.
This is where ekip can help. We have developed a comprehensive set of practical tools, templates, real-world case studies, and a guide for conducting policy assessments within local city ecosystems. These resources provide valuable insights and enable stakeholders to take a proactive approach to fostering innovation.
Through tools like the Innovation Portfolio Policy Canvas, the Facilitator’s Guide, and City Case Descriptions, you and key stakeholders can gain a clear, actionable overview of how your city’s innovation ecosystem is functioning—and how it can be strengthened—in just a few hours. By applying ekip’s insights and testing the various innovation policy areas tailored to your city’s specific context, you’ll be better equipped to stay ahead of emerging trends and challenges.
The following tools are living documents, which will continually evolve based on ongoing lessons and insights from ekip’s work. We invite you to dive in, adapt them to your city’s needs, and ignite innovation that benefits your community.

The OPSI-model (Open Public Sector Innovation) identifies four innovation areas which can be used to explore the purpose and intent of innovation activities as well as how they work in practice. These include: mission-oriented innovation, anticipatory innovation, adaptive innovation, and enhancement-oriented innovation. Linked is an adapted version of the model by Future by Lund (with permission).
This worksheet is designed to help individuals and teams explore the broader context of innovation activities within the OPSI-Model. By guiding users through key questions and reflections, the worksheet supports a deeper understanding of how mission-oriented, anticipatory, adaptive, and enhancement-oriented innovation apply to their specific challenges and opportunities. Use this resource to map out your innovation landscape, identify key drivers, and refine your approach to public sector innovation.
